Kul‘chyts‘kyy Serhiy Petrovych was the head of the combat and special training of the Main Department of the National Guard of Ukraine, Major-General.
He was born on 17 December, 1963 in Weimar German Democratic Republic (now - the federal land Thuringen, Germany) in the family of a serviceman. He was Ukrainian. In 1967 the family moved to a new location of father`s service, particularly to the Far East Military District of the Soviet Union. In 1979 he graduated 8 classes of high school, in 1981 - Ussuriysk Suvorov Military School of Ussuriysk, Primorsky Krai.
Since 1981, he was in the Armed Forces of the USSR. In 1985 he graduated the Far Higher Combined Arms Command School named after Marshal KK Rokosovskiy ( Blagoveshchensk, Amur region). Since 1985, he had the military service as commander of the landing-assault platoon, from 1989 to 1991 he was the deputy commander of the rear - chief of logistics, from 1991 to 1992 - chief of staff - deputy commander of the 876 th separate landing-assault battalion 61 th brigade marines of the Northern fleet of the Navy of the USSR Armed Forces (village Sputnik (Pechenga-1) Pechenhskiy district, Murmansk region).
In 1992, after Ukraine‘s independence captain Kul‘chyts‘kyy decided to return to the homeland of his father, to the city of Ternopil, and was transferred to military service in the National Guard of Ukraine.
From 1992 to 1993 he had the military service as deputy commander for the combat and the special training, from 1993 to 1994 - deputy commander of the service - the chief of staff, from 1994 to 1995 - the commander of the 14th separate battalion of the National Guard of Ukraine (military unit 1441, Ternopil). In 1995 he was the commander of Battalion 23 th separate brigade of the National Guard of Ukraine (military unit 2209, the city of Simferopol ARC). From 1995 to 1997 he was the commander of the 41 separate battalion of marines 4th separate brigade of marines 7th Division National Guard of Ukraine (military unit 2223, Feodosia, Autonomous Republic of Crimea). From 1997 to 1998 he was deputy commander of combat and special training of the 24th Regiment of the 5th Division of the National Guard of Ukraine, from 1998 to 2003 he was the deputy commander and commander of the 24th separate battalion of the 5th Division of the National Guard of Ukraine (December 1999 - 24 separate battalion of the Western territorial command of internal troops of Ukraine, military unit 1241 Ivano-Frankivsk).
According to President of Ukraine Decree №584 / 99 of May 28, 1999 for personal courage shown in the aftermath of floods in the Transcarpathian region, exemplary performance of duty Guard lieutenant colonel Sergey Kulchytsky was awarded the Order "For courage" of IIIrd class.
From 2003 to 2005 he was chief deputy of staff , chief of division, Ministry of Internal Affairs of Ukraine in Ivano-Frankivsk region. From 2005 to 2010 he was the commander of the 2 nd separate Galician Order of the Red Banner Brigade of the Western Territorial Command of Internal Troops of Ukraine (military unit 3002, the city of Lviv).
In 2010 he graduated the National Defence University of Ukraine (Kyiv). From 2010 to 2012 he was Deputy Head of the Western Territorial Command of Internal Troops of Ukraine. Since August 2012 he was chief of combat and special training of the Main Department of Internal Troops of Ukraine (April 2014 - the Main Directorate of the National Guard of Ukraine).
According to President of Ukraine Decree №455 / 2013 of 24 August, 2013, Col. Kul‘chyts‘kyy Serhiy Petrovych was awarded the rank of "major general".
In the spring of 2014 he took part in anti-terrorist operation in eastern Ukraine.
On 29 May 2014, Major General Kul‘chyts‘kyy was died during the accident helicopter Mi-8MT National Guard of Ukraine, which was hit by the Russian-terrorist groups of portable anti-aircraft missile complex near Sloviansk, Donetsk region.
According to the order of Commander of the National Guard of Ukraine №54 dated May 30, 2014, Major General Sergei Kul‘chyts‘kyy was forever enrolled in the lists of registered management 2nd separate Galician Order of the Red Banner Brigade of the National Guard of Ukraine.
On 31 May, 2014 he was buried on the honorary burial №67 Lychakiv cemetery Lviv.
According to Ukrainian President Decree number 544/2014 of 20 June 2014 for exceptional services to the Ukrainian military power, heroism and self-sacrifice, found in the defense of the sovereignty of Ukraine, Major-General Kul‘chyts‘kyy Serhiy Petrovych was posthumously awarded the title Hero of Ukraine and Order "Golden Star".
In Kyiv at Solomenska area on one of the panels of the memorial to the fallen workers of the Ministry of Internal Affairs of Ukraine name of Hero of Ukraine was engraved.
In December 2014 in the Day of the Armed Forces of Ukraine Ukrposhta and the Ministry of Defense and the National Guard of Ukraine, they launched a series of art marked envelopes titled "Glory to the Heroes!". On one of the envelopes Hero of Ukraine, Major-General Kul‘chyts‘kyy Serhiy Petrovych was depicted.
On 29 May, 2015 in Lviv on the territory of the military camp of the 2nd Brigade separate Galician Ukraine National Guard (military unit 3102) opening ceremony of a bust of Hero of Ukraine, Major-General Kul‘chyts‘kyy Serhiy Petrovych was held.
On 16 March, 2016 in Kyiv in the building of the Main Directorate of the National Guard of Ukraine, the opening ceremony of a bust of Hero of Ukraine, Major-General Kul‘chyts‘kyy Serhiy Petrovych was held.
On 19 August, 2016 decision of the Ternopil city council Hero of Ukraine, Major-General Kul‘chyts‘kyy Serhiy Petrovych was awarded the title "Honorary Citizen of Ternopil" (posthumously).
According to Ukrainian President Decree number 531/2016 of 30 November 2016 Battalion operational purpose (reserve battalion) 27th Brigade operational and Northern Territorial Association National Guard of Ukraine was named after Hero of Ukraine, Major-General Kul‘chyts‘kyy Serhiy Petrovych.
He was awarded "Gold Star" (06.20.2014, posthumously), the Order of Bogdan Khmelnitsky IIIrd class (20.08.2008), the Order "For courage" of IIIrd class (5/28/1999) medals.
Name of Hero was possessed to the street in Kyiv, Dnipro, Lviv, Ivano-Frankivsk, and Vyshgorod Bucha, Kyiv region.
